Aged Care Quality Standards
What Are the Aged Care Quality Standards—and Why They Matter
At Heart 4 Care, we know how important it is that the aged-care services you or your loved one receives are safe, respectful, and truly person-centred. Australia’s strengthened Aged Care Quality Standards (which came into effect on 1 November 2025) set clear expectations for providers, giving you real assurance.
These standards describe the care and service quality you can expect — whether you’re receiving support at home or in a residential aged-care setting.
What the 7 Strengthened Quality Standards Are
Under the new Aged Care Act 2024, there are seven strengthened Quality Standards.
Here’s a friendly breakdown of each:
-
Standard 1: The Individual
-
Your identity, rights, needs, and preferences are at the centre of care.
-
You should have choice, autonomy, and respect in how your service is planned and delivered.
-
-
Standard 2: The Organisation
-
The provider should have strong leadership, clear governance, and a commitment to quality.
-
This helps ensure that care is safe, effective, and aligned with what really matters to you.
-
-
Standard 3: The Care & Services
-
Services should be tailored to your needs — not a “one-size-fits-all” approach.
-
That means listening to you, planning with you, and keeping things flexible.
-
-
Standard 4: The Environment
-
Whether at home or in a residential setting, the environment should feel safe, comfortable, and supportive.
-
It should support your wellbeing — not just physically, but emotionally too.
-
-
Standard 5: Clinical Care
-
If you need clinical or medical care, it should be delivered safely and competently.
-
That includes coordination, monitoring, and proactive management of health risks.
-
-
Standard 6: Food & Nutrition
-
Your food and drink matter: what you like, your dietary needs, and preferences should be part of the plan.
-
Good nutrition is key to your quality of life, and providers must take that seriously.
-
-
Standard 7: The Residential Community
-
If you’re in a residential aged-care home, the sense of community counts.
-
You should feel connected, safe, and supported by the people around you — staff and fellow residents.
-
Who These Standards Apply To
Not every aged-care provider is subject to all seven standards:
-
Providers are divided into registration categories (1 to 6), based on what services they deliver.
-
For example:
-
Home and community services (like domestic assistance) fall into lower-risk categories and may not be required to comply with all standards.
-
Providers that deliver personal care, nursing or residential care have to meet more of the strengthened standards.
-
How These Standards Help Improve Your Experience
Here’s how the strengthened standards protect and empower you:
-
Your rights are clearer and stronger — The standards explicitly protect your individual dignity, choices and safety.
-
Better accountability — Providers are assessed against measurable outcomes, not just promises.
-
More focus on key areas — There’s a renewed emphasis on food & nutrition, clinical care, diversity and governance.
-
Continuous improvement — The government plans to review these standards every 5 years to keep them up to date.
What You Can Do If You Think Standards Aren’t Being Met
If you feel your care provider isn’t meeting these standards:
-
Talk to them first — Many issues can be addressed directly with the provider. agedcarequality.gov.au
-
Raise a concern — You can use their complaints and feedback system. agedcarequality.gov.au
-
Reach out to the Commission — If things don’t improve or feel unsafe, you can make a formal complaint. agedcarequality.gov.au
-
Get help — Independent support is available via advocacy services like OPAN (Older Persons Advocacy Network) if you want help navigating your rights and speaking up. agedcarequality.gov.au
